1940s JLC 463A

Hi looking , for some serious guidance , having waited 47 years for my grandfather's watch to be passed down, it was lost with an uncle since the 70s. Its been found, yippee however its in need of a lot of work for sure.
I know it's totally genuine and hasn't been in the light of day since 1970s.
The winder is missing , the case heavily scarred, the glass pretty scratched.
But the face looks great and untouched other than dirty , the movement looks OK, but I know nothing.
Having sent a few pics to some watchmakers over the UK, they are coming up with some scary quotes to fix her up or restore
What would be the best actions to take to make it what it should be an an heirloom to pass on.
